This lively, first-hand narrative of the turning-point in the affairs of the Council of Basle was written by Aeneas Sylvius during his unregenerate conciliar period. It provides us with an important contemporary account of the personalities and principles involved in the election of the anti-pope Felix V. Originally published in 1967, this volume offers the first critical edition and English translation of this work. This paper reflects on the highly contested Israeli restrictions on the importation of civilian goods into the Gaza Strip, with reference to a wide range of principled questions within military ethics regarding sieges, sanctions and blockades. Beginning with Israel's unilateral withdrawal from the Gaza Strip and culminating in its recent easing of sanctions, the paper attempts to bring out the central issues of principle embedded in the political polemic: unilaterally terminated occupation; the responsibilities of a former, though recent, (...) occupier; the semantic distinction between siege and sanction and their respective ramifications; harm to civilians; necessity and proportionality. Overall, it argues in the specific case that Israel's restrictions on Gaza were not indefensible from the start as a first attempt to halt terrorism while avoiding full-scale conflict. In view of their ineffectiveness in achieving these goals, however, the harm they inflicted on civilians increasingly proved unnecessary and therefore excessive. There could then be no justification for continuing to restrict the flow of civilian goods into Gaza, as Israel itself eventually recognized. Nonetheless, Israel retains the right to search and regulate the passage of all relief supplies into Gaza, whether by land or by sea, as well as to secure its own borders for the safety of its citizens. The research aims to identify the organizational excellence in Palestinian universities of Gaza Strip, from the perspective of senior management. The questionnaires were distributed the top senior management in the Palestinian universities, and the study population was (344) employees in senior management in Palestinian universities. A stratified random sample were selected from of employees in the Palestinian universities consist of (182) employees at return rate of (69.2%). SPSS program for analyzing and processing the data was used. The study reached (...) the following results: the senior management agrees largely on the importance of the axis of "Leadership Excellence" and "Excellence service sectors". The senior management agrees moderately about the importance of the axis of the “Knowledge excellence". The study showed that there is a weakness in the employment of scientific research to serve the community, there is weakness in the follow-up of the universities management for the performance of their graduates in the institutions in which they work. Senior management agrees on the importance of the "Organizational Excellence" moderately. The recommendations of study includes: the need to develop principles and fair criteria for the selection of the best candidates for the university and university leaders based on specialization, competence, experience, skills, integrity and not on the basis of favoritism. Abstract— This study aimed to identify the degree of use of the capabilities of decision-support systems in Palestinian institutions higher education, Aqsa University in Gaza - a case study. The study used a analytical descriptive approach, and the researchers used the of questionnaire tool to collect the data, the researchers using stratified random sample distributed (150) questioners to the study population and (126) was obtained back with rate of 84%. The study showed that the most important results are: that (...) senior management supports the existence of decision support systems and that there is approval by the respondents on the paragraphs of the use of the capabilities of decision support systems in general. And that there are no significant differences between the averages of the answers of respondents differences about the degree of use of decision support systems capabilities attributed to personal data. The study also concluded a series of recommendations including: increasing the adoption of the senior management decision support in their decision-making systems. And increased regulatory attention to the potential available to decision support systems directly to the senior management in the Palestinian universities in the Gaza Strip. The research aims to identify the impact of the management requirements on operating of computerized management information systems to improve performance, and discuss the perceptions of respondents to develop the performance of employees in the Gaza Electricity Distribution Company, the researchers used the stratified sample method, (360) questionnaires were distributed on the study sample, (306) questionnaires were recoved with a percentage of (85%). According to a marginal lemma in the only manuscript that carries the poem , the painting of the world described in a well-known ecphrasis by John of Gaza was situated in the winter baths of Gaza. According to the standard edition of John's poem by P. Friedlaender, these are the baths Choricius of Gaza refers to as in course of construction at Gaza in A.D. 535 or 536. If so, then both the painting and John's poem (...) would have to be later than this. And since the poem does not claim to have been written for the dedication of the baths, it might be considerably later. G. Krahmer even dated it to the seventh century, on the grounds that John misunderstood some details of the picture he was describing. (shrink)

This paper surveys the rhetorical works of the so-called School of Gaza of the late fifth and early sixth centuries in light of the recent wave of scholarship on the School. It focuses on themes, rhetorical genres, and structural features. The Gazan repertoire includes “real life” orations, declamations, dialexeis, progymnasmatic pieces, and oratorical paratexts such as preliminary dialexeis and protheōriai. Gershom Scholem was without question a brilliant example of the modern Jewish intellectual: neither Talmudic, rabbinical, nor kabbalistic and still less a prophet. More modestly - but with remarkable spiritual energy - he was a historian, a man of learning, a university graduate, a (critical) son of the Haskalah or Hebrew Enlightenment, and a thinker who - without ever ceasing to believe after his own fashion - abandoned the traditional orthodox faith, with its rituals and prohibitions. He was also a (...) modern Jewish intellectual because he was assimilated, shaped by German culture - despite his revolt against assimilation, his fight on behalf of ‘dissimilation’ (to use the term invented by Franz Rosenzweig), and his adherence to Sionism, which caused him to leave for Jerusalem in 1923. In reality he belonged to the first generation of Jewish university intellectuals in Central Europe who burst massively into the institutions of higher education at the end of the nineteenth and the beginning of the twentieth centuries - in contrast to the isolated individuals, generally cut off from the Jewish community, who had had access to academic study in the earlier period. The text aims to explore the soteriological nature of the ascetic views of two of the most remarkable ascetic fathers. Based on a comparative analysis, are traced the general moments in their writings, as well as their differences, which outline the development of the ascetic tradition from antiquity to the present day. Abba Dorotheos conveys the ascetic experience of the Egyptian ascetics of the sixth century, the core of which is the spiritual struggle, the cutting off of passions and the (...) acquiring of virtues. At the heart of the Christian feat, St. Porphyrios places the love for God, which transforms passions, converts evil and deifies man, with the focus being not on the fight against the passions, but on Christ and the communion with Him. Sacraments, prayer, worship lead one to praise and contemplation of God. In the words of St. Porphyrios of Kavsokalivia the correlation between soteriology and ecclesiology is much more clearly expressed. (shrink)

The research aims to identify the trends of Palestinian higher educational institutions in Gaza Strip as learning organizations from the perspective of senior management in the Palestinian universities in Gaza Strip. The researchers used descriptive analytical approach and used the questionnaire as a tool for information gathering. The questionnaires were distributed to senior management in the Palestinian universities. The study population reached (344) employees in senior management is dispersed over (3) Palestinian universities. A stratified random sample of (182) (...) employees from the Palestinian universities was selected and the recovery rate was (69.2%). Statistical analysis (SPSS) program was used for analysis and processing the data. The study found the following results: There is an agreement about: the importance of the focus of "organizational structure" with an average approval, the importance of "technological infrastructure" axis with high approval, and the importance of "strategic" with an average approval. The results concluded that the study sample agree on the importance of "organizational dimension" highly. The results showed that the sample believe that the "strategic leadership" level in the universities got medium-approval. There is a fair level agreement about the axis of interest "teams / committees". There is an agreement about the importance of the "human dimension" moderately. The results showed that the sample is highly agreed about the importance of focus of the "knowledge management", and the focus of the "continuing education". They agreed weakly to somewhat about the importance of the focus of "scientific research", moderately agree about the importance of the center of "institutional culture", agree moderately on the importance of "cognitive dimension". The results showed that the sample largely agree on the importance of the focus of "strategic partnerships and alliances". They agree highly on the axis "keep up with the labor market" and on the focus of the importance of "technology incubators". The results showed that the sample moderately agree about the importance of the theme on "consulting and training", the importance of the focus of "social responsibility", and the focus of the "Community dimension". The study found a group of recommendations including: there is a need to provide suitable environment that achieve learning organizations. There is a need to develop the technological infrastructure (hardware, software, networks, databases, and human skills) because of the great advantages that they offer. The universities need to adopt knowledge management in the academic and administrative departments because knowledge is the core of the work of these departments. The establishment of technology incubators in universities to adopt outstanding university research projects, to protect, to supports, and to market them; furthermore, to develop the capabilities and skills of employees in the field of information technology. The study aimed to identify the role of administrative procedures and systems in enhancing the performance of the educational institutions in the Islamic University in Gaza. To achieve the research objectives, the researchers used the analytical descriptive approach to collect information. The researchers used the questionnaire distributed to three categories of employees at the Islamic University (senior management, faculty members, their assistants and members of the administrative board). A random sample of 314 employees was selected and 276 questionnaires were (...) retrieved with a recovery rate of 88.1%. The Statistical Analysis Program (SPSS) was used to enter process and analyze data. The results of the research showed a positive role for the administrative procedures and systems in enhancing the performance of the Islamic University from the point of view of the members (senior management, teaching staff and their assistants and the administrative body), where the relative weight of all the paragraphs (73.728%). The analysis of the results revealed that the administrative procedures at the Islamic University in Gaza are used to an acceptable degree. The relative weight of all the paragraphs is 70%. This indicates a relationship between administrative procedures and regulations and the performance of the Islamic University in the Gaza Strip. The study found that there was a good degree of approval from the sample regarding the administrative procedures and their relationship to the job performance. There exist a sufficient degree of powers to the deans and department managers to carry out their tasks, with the use of plans as control tools. And that there are rules and procedures provided for decision-making in the University Council. It also has full powers to manage the university to improve the teaching and learning environment. The researchers also recommended a number of recommendations, including the need to follow up on the procedures and systems of management and update them continuously in the light of changes that may occur and to ensure the existence of a strong system of electronic information systems within the university. There is a need to provide mechanisms for obtaining information about the surrounding external environment, and effective mechanisms to provide managers with the necessary information in a timely manner. The importance of providing channels of communication that enables staff to communicate information about any violations and breaches. The study also recommended the follow-up, review, procedures and administrative systems, and work to modify them in line with the mission of the university and the objectives that the university seeks to reach. The most important findings of the study: There were statistically significant relationship differences between the applications of modern methods in the performance assessments of employees in the municipalities of (...) There was statistically significant relationship between the evaluation criteria that fit the required performance and the application of standards evaluations on performance of employees in the municipalities of Gaza-strip. There was statistically significant relationship between the use of methods, models for the evaluation of appropriate functions and the application of the performance assessments of employees in the municipalities of Gaza-strip. There was statistically significant relationship between the feedback and the application of performance assessments of employees in the municipalities of Gaza-strip. There was statistically significant relationship between the efficient, professional assessors and the application of the performance assessments of employees in the municipalities of Gaza-strip. There was statistically significant relationship between the extent of awareness of subordinates, participation in the evaluation of their performance and the application of the performance assessments of employees in the municipalities of Gaza-strip. The research also concluded a series of recommendations, including: that the design of evaluation models must be done with the participation of the employees and inform them of it, and that a date must be set to provide feedback and discuss the results with them, that they should be allowed grievance in front of an ad hoc committee in accordance with the known system. Direct manager must inform employees of their performance assessment date, discuss the results of the evaluation with them, and others should be involved with the direct manager of employees in their performance evaluation. The application of modern methods of performance evaluation through the good and purposeful planning should be used, analyzing and employing the results in administrative decisions regarding the employees, and the application of modern methods must be used in an effective and efficient performance evaluation. The study aimed to identify the effect of applying detection and prevention tools for career fraud in combating and preventing fraud and reducing its risks through an applied study on Palestinian Ministry of Health in Gaza Strip, Palestine. To achieve the objectives of the study, the researchers used the questionnaire as a main tool to collect data, and the descriptive and analytical approach to conducting the study. The study population consisted of (501) supervisory employees working at MOH in (...) class='Hi'>Gaza Strip, Palestine. The researchers used the stratified random sample method and the multiple regression method to measure the effect. The study concluded a set of results, the most important of which is a positive evaluation among respondents about the levels of application of tools to detect and prevent job fraud within MOH, and the presence of a high interest in tools to prevent job fraud during the implementation of its various work. The study recommended the necessity for the Palestinian National Authority to develop and approve laws regulating health sector, so that those laws guarantee the prevention of conflicts of interest, especially for the category of doctors, by preventing job duplication of doctors working in the government sector. Also study recommended the need for MOH to adopt principles of health sector governance and begin immediately to implement them. This process to ensure transparency, disclosure and accountability in the business framework in a manner that realizes the effective protection of stakeholders and does not compromise or discriminate in the application of these principles, which ensures that all forms of job fraud are organized in an organized manner and within fixed legal frameworks. This study aims to look at the role of the practice of excellence strategies in education in achieving sustainable competitive advantage for the Higher educational institutions of the faculty of Engineering and Information Technology at Al-Azhar University in Gaza, a model, and the study considered the competitive advantage of educational institutions stems from the impact on the level of each student, employee, and the institution. The study was based on the premise that the development of strategies for excellence in (...) education, and its implementation is a vital important prerequisite to achieve sustainable competitive advantage in higher educational institutions. The study followed a systematic exploratory descriptive methodology through review of the theoretical literature, and the adoption of the experience of the Faculty of Engineering and Information Technology at Al-Azhar University in Gaza as a model for its unique experience in the field of excellence in education. The study results showed that the most important are: There is a strong correlation between the level of exercising excellence strategies in education and the achievement of higher educational institutions to the sustainable competitive advantage. The results include a general required number of important sub results on the subject of the model - Faculty of Engineering and Information Technology at Al-Azhar University in Gaza as follows: - The student considered the academic focus of the operation in the development process of the workers’ skills, particularly academics at the university helps to distinguish students and increase the employment rate after graduation. - The existence of consistency in development efforts and quality improvement for all three levels (student, employee, and the university), and this contributes to the Faculty excellence. - The Faculty has been able to achieve competitive advantages by offering excellent services without harming the efficiency, and this alone is a great success because improving service properties requires great investments, which negatively affect the continued institutional development. The study also reached a set of recommendations as follows: - The need to exercise excellence strategies in education, excellence reward at the national level, and those higher educational institutions follow the criteria for measuring the competitive advantages of its institutions always. - There is a need to increase efforts to implement programs of excellence, the allocation of adequate time, reward outstanding efforts as well. There is a necessity for each faculty to achieve competitive advantage and sustainability, using the general philosophies of competitive advantage, but with a different strategically content from what is in the private commercial sector, it reflects the Faculties mission and objectives, depending on making improvements and excellence in processes that ensure the safety of its outputs. As well as the need to find a balance between the work of teaching and research work of the faculty members, this has important implications regarding the criteria used in the process of excellence evaluation. The study recommended the adoption of strategies for excellence in education on a national public policy level mainly in the processes of change in higher education institutions. The need to support the existence of a common understanding of the efforts of excellence to create a general culture that appreciates excellence in faculties and universities. This underlines the need for transparent, fair rewards systems, to encourage innovation in education. The need to conduct a comprehensive surveys on the graduates of faculties and universities including the areas of employment and skills, because that will give accurate indications of the graduates and will help to establish a link to a more precise about the relationship of excellence strategies with the competitive advantages. The purpose of this research is to identify the extent of the efficiency of the internal control environment in the Palestinian higher educational institutions in Gaza Strip from the perspective of employees in the Palestinian universities in Gaza Strip, where researchers used in the study five universities. The researchers adopted in their study the descriptive and analytical approach. The research community consists of administrative employees and academic employees with administrative duties. Senior management or the University Council was excluded. (...) The study population compromises of (392) employees. A stratified random sample was chosen and (197) questionnaires were distributed. (160) questionnaires were received back with a return rate of (81.2%).The researchers used a questionnaire to collect that which then was analyzed using (SPSS) to get the results. The research found the following results: the absence of a fundamental difference between the responses of males and females. The lack of significant difference between the responses of the respondents attributed to the variable age. The lack of significant difference between the responses of the respondents attributed to the variable of years of service. And the existence of a fundamental difference between the responses of the respondents attributed to the university variable. The existence of a fundamental difference between the responses of the respondents attributed to the Qualification variable. The existence of a fundamental difference between the responses of the respondents attributed to the administrative level variable. The research found a group of recommendations including: the need to raise awareness of censorship as the basis for the protection of employees in all administrative levels from making mistake.Updating the systems and instructions of control periodically and parallel with the scientific progress and technology.Benefit from regional and international experiences in the application of internal control standards which commensurate with the administrative system of the institution. The study aims to analyze the impact of top management support for strategic planning on crisis management in UNRWA-Gaza Strip field in Palestine. Several descriptive analytical methods were used for this purpose, and a survey as a tool for data collection. Community size was (881), and the study sample was stratified random (268). The overall findings of the current study show that top management provides needed HR for strategic planning but with no financial support. Also there are shortcomings in (...) the way that organization manages the crises before and after they occur. A crisis management is only practicing during the crisis. The study suggest that top management must provide the financial support for strategic planning, periodic meetings to prepare how to deal with potential crisis in the future, establishing a specialized team and provide them with all sources needed. The study aimed to identify the reality of decision-making in the local NGOs in Gaza Strip. In order to achieve the objectives of the study and to test its hypotheses, the analytical descriptive method was used, relying on the questionnaire as a main tool for data collection. News media as both a site and a process of social interaction and ideological construction (van Dijk 1993) play a unique role and carry a signifying power in structuring social thinking and disseminating social knowledge on issues related to national or international agendas, and in representing events in particular ways (Fairclough 1995). Through a comparative analysis of 30 articles from four newspapers on the events of May 31, 2010 Gaza-bound aid flotilla raid and their aftermath, the present study examined (...) the discursive properties of the articles in the process of construction of the events and representation of their participants through in and out-group identity. Using van Dijk’s (1991) approach to news analysis and drawing on the analytical framework of transitivity and lexical cohesion proposed in Halliday (1994), the study investigated the representation of the events and social actors. The results revealed the links between choices of certain discourse strategies realized in certain linguistic forms and the role of ideologies and power relations underlying such forms and strategies. The aim of the research is to identify the relationship between the performance criteria and the achievement of the objectives of supervision which is represented in the performance of the job at the Islamic University in Gaza Strip. To achieve the objectives of the research, the researchers used the descriptive analytical approach to collect information. The questionnaire consisted of (22) paragraphs distributed to three categories of employees of the Islamic University (senior management, faculty members, their assistants and members of (...) the administrative board). A random sample of 314 employees was selected, 276 responses were retrieved with a return rate of 88.1%. The SPSS program was used to enter, process, and analyze the data. The results of the study showed a positive relationship between the performance criteria and the achievement of the control objectives represented by the job performance in the Islamic University from the point of view of the members (senior management, faculty and their assistants and the administrative board). The researchers also recommended a number of recommendations, including the provision of an appropriate level of control system components today through the continuous updating and development of performance standards and the need to provide the necessary physical and financial resources to continue the development and achievement within the university. Expand the development of technology in the various activities of the university through the construction of a complete and integrated system to support the control systems in the university to suit its size. One of the major prophecies in the Aeneid is given to Aeneas in the underworld by Anchises, who had ordered his son to come to him to learn of his whole race and the city which would be given to him . In the prophecy , which covers more than a thousand years, Anchises identifies the spirits who will be born as his descendants, from Aeneas' son Silvius to the young Marcellus, and describes how they will win glory (...) and world dominion for Rome. Aeneas sees the spirit of each man as he will appear in life, and hears Anchises' admonition to the Roman who embodies the race, in which he tells him how to rule the world . The speech is stirring, and one would expect that this vision of the future glory of his race would have some effect on Aeneas, but we may ask whether in fact it does. First, consider Aeneas' behaviour during his meeting with Anchises. At their first encounter all he asks is to embrace his father . Next, when he sees the spirits near the river Lethe, he shudders and asks who they are. When Anchises tells him that they are waiting to be reborn and that he is eager to point out his descendants, so that Aeneas will rejoice to have found Italy, Aeneas shows no curiosity about the spirits, but protests against the idea that they should have to leave Elysium and go back to the life of the body. This paper suggests that one of the reasons for the lack of understanding of what is happening in the Gaza Strip is our current understanding of truth. This understanding of truth, which has prevailed for 2500 years, holds that truth is the accordance of a statement with facts. Together with our recording some of the abuses of human rights in the Gaza Strip, which have all but been ignored, the paper suggests that Martin Heidegger’s understanding of truth as (...) “aletheia,” as unconcealment, may lead to a better knowledge of what is truly occurring in the Gaza Strip. Aeneas' speech of defence before Dido is the longest and most controversial he delivers. Although by no means typical, it can open up some revealing perspectives over the rest of the poem. The exchange between the two, having as its kernel a dispute over obligations and responsibilities, requires some words of context. The early part of the book describes the establishment of a liaison between the refugee leaders, while revealing amongst the poem's characters a wide discrepancy of opinion over (...) the nature of that liaison. Juno announces that she will arrange the marriage of the couple ; after the ensuing marriage-parody of the cave-scene , Dido also calls what now exists a ‘marriage’: coniugium uocat, hocpraetexit nomine culpam . Fama too, moving around Libya, speaks as if Dido has taken Aeneas for husband . But the local King Iarbas regards Aeneas as a pirate who has carried off a successful job of plunder , while Jupiter looks down from heaven and sees ‘lovers’, amantis . Mercury is able to address Aeneas as uxorius. (shrink)

The principle of the lesser evil--the acceptability of pursuing one exceptional course of action in order to prevent a greater injustice--has long been a cornerstone of Western ethical philosophy.
